DEVELOPING CLEAN ENERGY INDUSTRIES AND WORKFORCE

This report examines how new clean-energy–related industries can be developed and sustained in Oman, drawing on international case studies and local labour market insights. It highlights global experiences from Germany, the Netherlands, Saudi Arabia, and Morocco to illustrate different pathways for building renewable energy, electric vehicle, and advanced manufacturing sectors.

Through these case studies, the report identifies the core challenges countries face when expanding into clean energy—such as market design, industrial policy, skills development, and long-term competitiveness—and extracts lessons relevant to Oman’s current economic transition.

The study provides a structured assessment of sector development models (top-down vs bottom-up), the role of government interventions, the importance of education and workforce preparation, and the conditions needed to create sustainable employment in new energy sectors. It serves as a practical resource for policymakers, industry leaders, and researchers working to align Oman’s clean energy ambitions with economic diversification and workforce readiness.
