Urban Planning and Real Estate Development Expert
About the Role
Majan Council is seeking an experienced Urban Planning and Real Estate Development Expert to participate in the strategic project focused on the analysis of the real estate development and urban planning sector.
The expert will contribute to the sector-level assessment by providing strategic insight on urban planning, master planning, real estate development, and large-scale urban projects. The role will support the evaluation of sector dynamics, value chains, policy and regulatory frameworks, investment opportunities, and development trends, while linking the sector to broader economic diversification, local content, and national development priorities under Oman Vision 2040.
Key Responsibilities
· Contribute to the analysis of the urban planning and real estate development sector in Oman.
· Review and assess master plans, urban development strategies, and large-scale development projects relevant to the study.
· Support the evaluation of the sector value chain, including development processes, supply chain linkages, and sector structure.
· Analyze how urban planning and real estate development relate to economic diversification, investment priorities, labor market and long-term sector growth.
· Review the regulatory, institutional, and policy environment affecting the sector and identify key gaps and reform opportunities.
· Support the benchmarking of local practices against regional and international experiences to identify relevant lessons for Oman.
· Provide technical input to recommendations related to sector reform, investment environment improvement, local content, job creation, and implementation priorities.
· Engage with relevant stakeholders including government entities, developers, investors, planners, and sector experts.
· Contribute to the drafting of research reports, technical assessments, strategy documents, and advisory outputs.
Requirements
· Advanced degree in Urban Planning, Real Estate Development, Architecture, Urban Design, or a related field.
· Minimum 8 years of relevant experience in urban planning, real estate development, or related advisory work. GCC experience is preferred.
· Proven expertise in master planning, urban development, and large-scale real estate or urban projects, such as cities, economic zones, tourism developments, or mixed-use projects.
· Strong experience in urban development and real estate markets in the GCC, particularly in Oman or similar contexts.
· Good understanding of real estate and urban planning value chains, including their connection to public policy, economic development, and job creation.
· Experience in policy advisory, strategic planning, or sector analysis within a broader development and economic context.
· Strong knowledge of Oman Vision 2040, national urban strategies, and relevant regional development frameworks is an advantage.
· Familiarity with GIS tools, spatial analysis, and urban data interpretation is desirable.
· Strong stakeholder engagement skills and experience working with government entities, developers, investors, and institutions.
· Strong track record in research, advisory work, technical studies, or publications is preferred.
