Bridging The Clean Sector Gap: Education, Skills, Workforce in Oman

This report examines Oman’s labour market readiness for the green economy transition, focusing on the growing pressure created by demographic expansion, rising numbers of graduates, and increasing public expectations for employment opportunities. It explores how Oman can strengthen workforce readiness, improve Omanisation outcomes, and align education and training systems with future labour market demands in clean energy and emerging green sectors. The study draws on national data and five large-scale stakeholder surveys covering jobseekers, employers, employees, higher education institutions, and training providers. The findings highlight critical challenges related to unemployment, skills mismatches, graduate preparedness, and institutional capacity, while also identifying opportunities for workforce development, reskilling, and long-term economic diversification. The report ultimately provides strategic insights and policy recommendations aimed at supporting sustainable employment creation, enhancing workforce competitiveness, and accelerating Oman’s transition toward a resilient green economy.
